The Hows, Whys, And Whens Of Rate Locks


Q: Everyone I talk with about my house search tells me I need to shop mortgages and lock in a rate. What do they mean?

A: If you're on the market for a house now, congratulations. This is an historically good time to buy. Interest rates are low and prices are rising in most markets. Even if it seems like a disorienting and confusing process, home buying is worthwhile in the long run.

A rate lock is an agreement by a lender to ensure a rate on a loan for a set period of time. Regardless of what the mortgage market does before the closing date, the "points," duration, and interest rate will remain the same. The lock agreement is valid until a few days after your expected closing date to account for any potential complications and can be rejected only if some serious error emerges during the qualification process.

When should I get a rate lock?

Rate lock agreements are usually offered for 30, 60 or 90 days. The longer term locks may seem like a good deal, but they usually come with higher origination fees. A 30-day rate lock might establish a 4.00% interest rate with a quarter point (or 0.25% of the value of the loan). A 60-day lock on that same loan might include a half point instead (0.50% of the loan).

It might be tempting to get your mortgage rate set in stone before you've started looking at homes so you have a good idea of your price range. As convenient as it sounds, doing so could cost you in the long run. Interest rates don't change that fast. Over the past year, interest rates have gone from a low of 3.55% to a high of 4.20%. The worst month ever for mortgage rates saw an increase of about half a percent. That raises your monthly payment $35 on a $250,000 loan. To save that $35 per month, your lender may charge you $6,250 (a quarter point) up front! You won't make up for that higher upfront cost for nearly 15 years. If, instead, you paid the higher interest rate and put that money in a savings account, you'd make about $2,000 over the life of your mortgage.

That said, ignoring your mortgage rate until the day before closing is also unwise. Your lender needs time to put together the paperwork for your loan. Ideally, you should get a rate lock sometime between a week and a month before you close. A pre-approval process should give you a good idea of your budget and can help your offer stand out in a sellers' market. An easy closing transaction, instead of trying to time the market, should be your priority here.

How do I lock my rate?

One of the wisest things you can do in the home-buying process is to talk with your credit union to let them know you are starting the process of buying a home. With many years of experience in home lending, they can help you identify some good strategies for determining the right home for you and streamline the process you'll be following. They will also help you get started on pre-approval if appropriate at that time. Then, once you've found the right house and you're ready to make it yours, let them know you are ready to lock your rate. After signing an agreement with your lender for the rate, points and duration, you're all set.

Why should I lock my interest rate?

Locking your interest rate has two big benefits. It helps you prepare your new monthly budget and it helps your credit union get all the necessary paperwork in order for closing. Don't think of your rate lock as a chance to score a deal. You won't save much money. In fact, you could stand to lose quite a bit by trying. Think of it as a T-crossing and I-dotting exercise. Having a rate lock on a mortgage means one less piece of paperwork that stands between you and your new home.

Avoid Getting Scammed on Craigslist

LA Financial Credit Union has been alerted to the fact that someone has counterfeited our cashier’s checks and is trying to purchase Craigslist merchandise with them.  The scammer claims to be out of state and sends a cashier’s check for the merchandise for more than the sales price.  The seller is asked to use the excess funds to pay for movers to ship the item. 
If you receive a cashier’s check, please call the financial institution to verify the check.   Any financial institution will be able to verify the validity of the cashier’s check.
Before buying or selling items on Craigslist, make sure to read the website’s tips to protect yourself.
Craigslist has become a scammer’s paradise, with 20 billion page views a month, and 50 million U.S. users. Scams range from employment and car buying to ticket sales.
To combat these scams, Craigslist provides the following tips:
  • Deal locally with folks you can meet in person. Follow this one rule and avoid 99 percent of scam attempts on Craigslist.
  • Never wire funds via Western Union, Moneygram or any other wire service. Anyone who asks you to do so is a scammer.
  • Fake cashier checks and money orders are common, and banks will cash them and then hold you responsible when the fake is discovered weeks later.
  • Craigslist is not involved in any transaction, and does not handle payments, guarantee transactions, provide escrow services, or offer “buyer protection” or “seller certification.”
  • Never give out financial information (bank account number, social security number, eBay/PayPal info, etc.)
  • Avoid deals involving shipping or escrow services and know that only a scammer will “guarantee” your transaction.
  • Do not rent housing without seeing the interior, or purchase expensive items sight-unseen. In all likelihood, that housing unit is not actually for rent, and that cheap item does not exist.
  • *Do not submit to credit checks or background checks for a job or for housing until you have met the interviewer or landlord/agent in person.
Here are some examples of scams:
1. Someone claims that craigslist will guarantee a transaction, certify a buyer/seller, OR claims that craigslist will handle or provide protection for a payment.
  • These claims are fraudulent, as craigslist does not have any role in any transaction.
  • Scammer will often send an official looking email that appears to come from craigslist, offering a guarantee, certifying a seller, providing payment services -- all such emails are fakes!
2. Distant person offers a genuine-looking (but fake) cashier's check.
  • you receive an email (examples below) offering to buy your item, or rent your apartment, sight unseen
  • cashier's check is offered for your sale item, as a deposit for an apartment, or for your services 
  • value of cashier's check often far exceeds your item - scammer offers to "trust" you, and asks you to wire the balance via money transfer service 
  • banks will often cash these fake checks AND THEN HOLD YOU RESPONSIBLE WHEN THE CHECK FAILS TO CLEAR, including criminal prosecution in some cases! 
  • scam often involves a 3rd party (shipping agent, business associate owing buyer money, etc)
3. Someone requests wire service payment via Western Union or MoneyGram:
  • Scam "bait" items include apartments, laptops, TVs, cell phones, tickets, and other high value items
  • Often claim that an MTCN or confirmation code is needed before he can withdraw your money - this is FALSE, once you've wired money, it is GONE. 
  • Common countries currently include: Nigeria, Romania, United Kingdom, Ukraine, Spain, Italy, Netherlands - but could be anywhere 
  • Apartment listing may be local, but landlord/owner is "travelling" or "relocating" and needs you to wire money to them abroad 
  • Deal often seems too good to be true, price is too low, rent is below market, etc
4. Distant person offers to send you a money order and then have you wire money:
  • this is ALWAYS a scam, in our experience - the cashier's check is FAKE
  • sometimes accompanies an offer of merchandise, sometimes not 
  • scammer often asks for your name, address, etc for printing on the fake check 
  • deal often seems too good to be true
5. distant seller suggests use of an online escrow service.
  • most online escrow sites are FRAUDULENT, operated by scammers
  • for more info, do a Google search on "fake escrow" or "escrow fraud"
6. distant seller asks for a partial payment upfront, after which he will ship goods
  • he says he trusts you with the partial payment
  • he may say he has already shipped the goods
  • deal often sounds too good to be true
7. foreign company offers you a job receiving payments from customers, then wiring funds
  • foreign company may claim it is unable to receive payments from its customers directly
  • you are typically offered a percentage of payments received
  • this kind of "position" may be posted as a job, or offered to you via email
If you have been defrauded by someone in person, contact your local police department.
If you suspect that a craigslist post may be a scam, contact craigslist. File a complaint with The Internet Crime Complaint Center. File a complaint with the Federal Trade Commission.

How You Can Recover From Your Holiday Spending Spree

Try as we might to control holiday spending, it often seems to get away from us. Come the new year, we open the bills and lament the new load of debt we’ve accumulated.

But instead of wallowing, doing nothing and letting the situation get worse — interest accrues, after all — now’s the time to take steps to fix it.

Take stock

Before you can pay down all your debt, you need to know just how much there is. Round up all the statements from your credit cards, charge cards and store cards. This might hurt, but from here forward, as you start making payments, it will get better.

As part of the recovery process, it will be useful to create a budget. The goal: change your spending habits to end up with more money to pay down your debt. And every little bit helps. Pack your lunch instead of buying it. Downgrade or outright cancel your cable TV. Drive less. Look at everything and see where you can save.

Make a plan

Daunting debt can be less scary with a plan for attacking it. One strategy is to take a mathematical approach and pay off debts with the highest interest rate first, and work your way down to the lowest. The primary target on your debt “hit list” is the credit card that carries the worst interest rate, even if that means making only minimum payments on the others.

It’s probably a good idea, too, to stay away from post-holiday sales, as tempting as they may seem. It may also be time to ask some hard questions. Was every purchase necessary? Are there any lessons to be learned for future holiday seasons?

Explore your options

If there’s little or no room to trim spending, another option is to increase income. Can you work overtime? Any part-time gigs you can pick up? Assets you can spare and sell off to help pay down debt?

If you have good credit, another option is to consolidate debt and transfer your various balances to a single account, either a credit card or a personal loan, at an institution such as LA Financial Credit Union. Here, instead of making several payments of varying amounts with different rates and due dates, you combine your debts into one account, often at a more favorable interest rate.

Online resources and tools, including payoff calculators, can help you manage your debt. In addition, the Federal Trade Commission offers ideas to help cope with debt, including information on how to select a credit counselor.

The point is, all is not lost. You can get through this. It starts with the desire, and then few small steps in the right direction.

June signals the start of the summer wedding season and high school graduation parties. Many times, people don’t plan ahead for such expenses. GreenPath counselor Kathryn Bossler has put together a few tips, when it comes to financing all those summer weddings and graduation parties.Here are some tips on giving a nice wedding gift, without breaking the bank.

Five tips for wedding gifts:
1. If the couple has registered, don’t wait until the last minute to buy the gift. Watch their registry online and wait for items to go on sale.
2. If it is a family member, consider putting together a cook book of family recipes or gifting a family heirloom, like a piece of jewelry.
3. Make a keepsake box that the couple can use to store mementos from their special day. Get it started with their engagement announcement.
4. If the couple is going out of town, offer to watch their house or take care of their yard as a gift.
5. A gift basket filled with a few homemade treats, a gift card to a special restaurant, a bottle of wine and a book of love poems, adds a nice personal touch.

“Remember, when you are deciding how much you can afford to spend on a wedding gift, it is important to take into consideration the overall cost of the event,” said Bossler. “Will you need a hotel room, airfare, or will you have to purchase new clothes?” While you may have received a “Save the Date” months ago, these one-time expenses can add up quickly with those bills coming in over the summer months.

We’re also at the start of high school graduation party season. “While money certainly is a one-size-fits-all idea, you can make your gift stand out and be memorable to the graduate,” she said.

Five tips for graduation gifts:
1. If they are headed to college, how about a t-shirt from their new school…or even a sweatshirt, if they are going to experience winter weather!
2. A tote bag filled with bathroom supplies for the dorm room.
 3. Pre-stamped and addressed envelopes and notepaper for the freshman to send notes home.
4. A meaningful book with an inscription of family and friends well wishes for the graduate.
5. A gift card to a restaurant, sub shop or pizza place in their new college town.“Remember, thoughtful can be more impactful than expensive,” remarked Bossler.

Fraud - Protect Yourself from Plastic Card Fraud

With so many ways to use your credit or debit cards to make purchases these days, it is very important to be aware of what you can do to keep your information and accounts private. LA Financial Credit Union has put together the following suggestions that may help you keep your plastics safe.

• Always report lost or stolen cards immediately upon discovery.
• Sign your cards as soon as you receive them.
• Never let your card out of your sight.
• Make a list of all your card numbers and PIN numbers and store it in a safe place.
• Don't lend your card to anyone.
• Never write down PIN numbers on your card, or keep it in your wallet.
• Don't give your PIN number to anyone. No one from any financial institution, law enforcement or a merchant should ask you for this information.
• Do not use obvious numbers for your PIN. Avoid using digits from your telephone number, social security, date of birth or any number someone could easily figure out.
• Never write your card number, social security number, checking or savings account number or PIN number anywhere anyone can see them or in any combination together such as on checks or envelopes.
• Never use the same PIN or ID number for all your cards.
• Never throw your account statement or pre-approved card offers in the trash. Shred them or destroy them beyond repair.
• Always verify that everything on your statement is correct.
• Immediately report any discrepancies to your credit or debit card issuer.
• Never leave a carbon receipt on a restaurant table and make sure your waiter or waitress takes your credit card receipt to the register before you leave.
• Never give your account numbers over the telephone 
• Never put your account information in an email.
• Avoid carrying all your plastic, social security card, birth certificate or passport all together. Carry only what you will be using.
• When making purchases on the Internet, make sure you are in a secure environment. This is usually stated by a pop-up   message and by a key or lock icon on the bottom of your page. Only shop with companies you know online. 
• When you go on vacation, have the post office hold your mail.
• If you know a statement is late in the mail, contact the card issuer immediately.
Plastics fraud can't always be prevented, but you as a consumer can protect yourself in many ways by following some of the safety tips we have provided above. Keep the risk of being a fraud victim to a minimum and protect your cards, private information and accounts. It only takes a moment to be smart and protect yourself from fraud.
